Nassour M. Delio
Founder and CEO
Nassour is a distinguished civil engineer and MBA graduate from the prestigious Pantheon-Sorbonne University in Paris. With over a decade of experience, he has held several strategic positions within the Chadian government, where his leadership and vision have been instrumental in advancing the nation’s infrastructure.
As the former CEO of the National Electricity Company, Nassour played a pivotal role in expanding access to electricity and developing critical energy infrastructure to meet Chad’s growing needs. His contributions laid the foundation for improved energy security and economic development across the country.
Following this, he served as the CEO of the National Investment and Export Authority, where he successfully fostered a business-friendly environment, attracting significant foreign direct investment to Chad. Nassour’s dedication to creating sustainable growth and his forward-thinking approach continue to drive the success of Pluton Invest.

Abakar Moussa Mahamat
Director of Development and Strategy
Abakar Moussa brings with him a robust understanding of financial accounting and auditing, coupled with a strong belief in teamwork and an eager spirit to learn. His extensive experience as a Senior Financial Auditor at Ernst & Young Chad, one of the Big Four auditing firms, spans various sectors including oil and gas, banking, industry, telecommunications, NGOs, and the public sector. These diverse experiences have equipped him with global business skills and knowledge that have been instrumental throughout his career.
Currently, as the Director of Development and Strategy, Abakar has over six years of proven experience in financial planning, analysis, and strategic decision-making. He excels in budgeting, investment planning, forecasting, variance analysis, and trend identification to optimize financial performance. Known for his exceptional attention to detail, strong analytical skills, and collaborative approach, Abakar is a valuable asset to any cross-functional team.
